THE NEED FOR CIVIL COURAGE

Attached is a speech given by Carnegie President William J. Burns to honour Vladimir Kara-Murza, Russian dissident with the Civil Courage Prize. Civil Courage is needed in oppressive Putin Russia but also in the world of the Arab autocrats - Syria, Egypt, Saoudi-Arabia just to mention a few of them. As he adds, the United States today is not immune to the same troubling trends and is in need of civil courage.

In the Trump era values have receded reapidly in the American foreign policy calculus. Also in America it needs civil courage to reverse those trends. Civil courage is important in any society.
